双牌县环境监理网实施方案

为进一步履行环境监管职责,提高环境监管水平,及时有效打击环境违法行为,有效保护生态环境安全,维护公众环境权益。根据《中华人民共和国环境保护法》,《国务院办公厅关于加强环境监督执法的通知》(国办发〔2014〕56号),《办公厅实施意见》 《湖南省人民政府关于加强环境监察和执法的通知》(湘政办发〔2015〕27号),《湖南省环境保护厅关于印发发行的通知》(湘环函〔2015〕462号)和《永州市人民政府关于实施《湖南省环境保护工作责任实施办法》的规定》>《意见》(雍政发〔2015〕18号)及其他有关法律,法规和文件精神结合我们城市的实际情况,专门制定了该计划。

一、指导思想,基本原则和工作目标

([一)指导思想

深入贯彻《中华人民共和国环境保护法》,坚持生态优先,预防为主,综合管理,公众参与,损害赔偿的责任,按照“标准化,精细化,高效,智能化”的环境执法要求,以创新的环境监管为契机,通过实施环境监管网格模型,建立覆盖全县,对人民负责,实行监督的环境监管网格,及时禁止各种环境违法行为,妥善解决影响人们健康的悬而未决的问题。环境问题。

([二)基本原理

1、领土管理的重点转移了:充分发挥基层组织的力量,认真履行基层组织的环境保护责任,每个基层组织负责行政区域内的环境监督。

2、统一监督,分工负责:环境保护部门对环境保护工作实行统一监督管理,其他有关部门依法履行相关的环境监督职责。

3、上下级互动,全面提升:建立网格级管理体系,实行网格连接和互动机制,厘清各级责任,增强各级责任感,调动积极性,实现全区环境监督工作的全面推进。

4、块与块的结合,着重块:强化基层组织的主要责任,实现“块”与“块”的联动,并着眼于“块”。

5、分工和责任以及个人责任:明确每个网格的联络负责人,负责人和网格成员,并认真履行各自的监督责任。

([三)工作目标

三、网格定义和职责

([一)一级网格

六、电网监督与保障措施

([一)加强组织领导力

一、各级政府
